Negative versus Positive human rights
From Human Rights Wiki
[edit] Negative Rights
If I possess a negative right of X with respect to others, then others (the state included) cannot interfere with my X.
For example: If I claim a negative right to education, then only I make the decisions about my education. The state cannot force me to become educated in a certain way.
[edit] Positive Rights
If I possess a positive right of X with respect to others, then others (the state included) must assist me in achieving X if I cannot on my own.
For example: If I have a positive right to education, then the state must give me education if I do not have the means to get it on my own. The state must pay for my education if I cannot afford it.
